On May 11, 2025, the Reform Niger Delta Ex-Agitators Forum and the United Ex-Agitators Forum Leadership convened in Port Harcourt, where representatives from both forums unanimously adopted a three-point agenda:
1. Immediate reinstatement of all unlawfully delisted delegates of the Presidential Amnesty Program (PAP).
2. A substantial increase in monthly stipends from ₦65,000 to ₦300,000 for all beneficiaries.
3. Strategic collaboration with multinational oil companies to provide skills training and employment opportunities for delegates.
To strengthen their advocacy, the forums will:
– Address an open letter to the top Six(6) leaders (generals) from major camps and states, recognizing their leadership and soliciting their support in negotiations with President Asiwaju Bola Ahmed Tinubu for the stipend increment from the age long 65,000.
– Publish the letter in national newspapers to ensure transparency and accountability.
– Engage in constructive dialogue with the leadership through meetings to achieve common goals and promote peace and stability in the Niger Delta Region.
The leadership of both forums commits to collective effort, diligence, and unwavering dedication to realizing these objectives.
We hereby reiterate our two weeks’ notice and expect a response within the stipulated timeframe.
We are categorically stating that it will be a very big shame if our concerns are not treated within the specified timeframe of two weeks, which will elapsed soon, specifically on Saturday, 17th of May 2025. We urge you to act swiftly to ensure our demands are met within this timeframe.
We are confident that once President Asiwaju Bola Ahmed Tinubu, with his “Renewed Hope” Agenda, sees this, he will recognize and consider our plea despite the behavior of the Administrator. We believe Mr. President won’t turn down our proposal, given his style of action towards peace and development in infrastructure, capital, and human development.
We, the Delegates of the Presidential Amnesty Program and leaders of the Reformed Niger Delta Ex-Agitators Forum, humbly appeal to you to intervene Mr President in the matter of our monthly stipends. Despite the increased budgetary allocation to the Amnesty Programme, the Administrator, Dr. Dennis Burutu Otuaro, has refused to reflect this increment in our monthly stipends.
We are confident that with your “Renewed Hope” Agenda, you will recognize and consider our plea. We believe you won’t turn down our proposal, given your commitment to peace and development.
